Is it chance to reduce, or straight reduction? The description reads 'Reduce recharge time'. If it's a CHANCE to reduce, then no, not worth 20M or more.

I checked the STO Wiki, it's a flat 15% reduction in recharge time on those attack patterns (unless it has changed). That's worthwhile, in my book. Especially if it stacks.

Hmm, just checked one of my screenshots, and perhaps it is a flat guaranteed reduction. 15%, so it takes two of them to get cooldowns reduced to where you can run a single APO3 and APD1 without conflict.

It looks like I need to rethink the DCE's on both ships; they're really doing nothing on my Odyssey, and providing only a minor benefit on the Scimitar. The AP reduction guys would be a great option on the Scimitar, I'll have to figure out what else to use on the cruiser though.
