There are other uniforms that show cleavage. They were available (might still be) in the C-Store. Here is an open variant of the Sierra 3 Uniform.

edit: Ya know, what we really need is a new variant of the TOS captain's tunic... with 5 different versions that automatically change from one to the next, from variant 1 at the beginning of a ground mission, to variant 5 at the end of a ground mission.

Variant 1: Full tunic like we're used to seeing Kirk wear.

Variant 2: with a few rips after the player has his first combat.

Variant 3: more rips and tears.

Variant 4: mostly ripped, with parts of it hanging down in tatters, barely any tunic left.

Variant 5: entire tunic gone.

THIS would be canon!
