Are you sure that's nuclear power? Those rings bring to mind particle accelerators, although the thing in the middle could be the inner base of a cooling tower.

Technically, it is a Fusion Reactor. The smaller outer buildings crate plasma, which sends it to the buildings in the rings, which in turn sends it thru the rings. The plasma is then broken down to create neutrons. The neutrons are then collected by the white wall around the rings (those are neutron collectors), and then those heat up with water reservoirs underneath creating steam. The steam then is used to power turbines which create electricity. At least, that is how it works with the mod in Minecrack.
