After taking this ship through some rigorous testing last night, I feel it can hold its own in a dogfight against the toughest bugs. Here is what I am using:
Fortunately, my chair has good inertial dampeners. Unfortunately, it takes such fast reflexes to control this ship that my arm keeps twitching awhile after battles. It is also very difficult to use the special console since no one can get into that area directly behind my ship and stay there!
What you do not see are my power levels. I am running 100/30/35/35, with my actual levels closer to 110/54/77/56. The insane engine power is the beast of the build. It keeps me moving at speeds just short of warp so by the time I figure out my target is in front of me, I'm already racing past them. Combined with my 2 fleet RCS [ResAll], Aux2Damp, and APO, this ship turns so fast that everyone watching gets whiplash. One's Risian Corvette

Six duty officers makes this ship a beast. I have cooldown doffs for Attack Patterns and EPtX abilities. The Warp Core Engineer is one everyone should have since it greatly improves tanking. The Quartermaster is the only one I could consider an alternative.

Re: One's Risian Corvette
I've made some modifications: http://skillplanner.stoacademy.com/?build=scivette41_0
Things to note:
2x Conn Officer: attack pattern cooldown
2x Damage Control Engineer: EPtX cooldown
1x Matter-Antimatter Specialist: A2D/resistance
1x Warp Core Engineer: remove debuffs with EPtX
Things to note:
- The DBB MUST be the first weapon slotted. This way you can keep it on autofire. Since you automatically get back all your weapon power at the end of each firing sequence, your Beam Overloads will always fire with full power.
- If you do not like using Isometric Charge, toss another fun console in its place.
