An escort... my area of expertise. I have a number of comments and suggestions here.
  1. You're running both a DBB and a torp in front. From one point of view, this is useful because it means you're not using as much power with each firing sequence. However, the best would be to go with 3 DHCs and either a DBB or a torp. Most PvPers would choose the DBB since it gets just as much benefit from your damage type consoles as the cannons, and so you don't have to waste points in torp skills.
  2. Your rear weapons should all be turrets.
  3. Remove the Prefire Chamber and and the console next to it. Replace them with antiproton consoles.
  4. I'm not sure what shield you're using, but the best you can get would be MACO.
  5. Remove both science consoles and put in Field Generators. That will boost your shield cap.
  6. For engineering consoles, use Borg and two armors. Cloak just isn't worthwhile anymore.
  7. I'm not sure how much benefit you get from the Red Matter Capacitor (I'm guessing +35), but I have a feeling you'd get better use out of shield batteries (+75).
  8. Looking at your BO abilities, there are quite a few changes I'd recommend. These will work in PvE and PvP, and the science heals are able to be used on teammates. I've included alternate setups that I find quite useful.
    • Commander (Tac): Tactical Team I, Attack Pattern Delta I, Beam Overload III, Cannon Rapid Fire III
    • Lt. Commander (Tac): Tactical Team I, Attack Pattern Delta I, Cannon Scatter Volley II
    • Ensign (Tac): Beam Target Engines I
    • Lieutenant (Eng): Emergency Power to Shields I, Auxiliary Power to the Inertial Dampers I
    • Lieutenant (Sci): Transfer Shield Strength I, Hazard Emitters II
    • Alternate Commander (Tac): Tactical Team I, Cannon Rapid Fire I, Beam Overload III, Attack Pattern Omega III
    • Alternate Lt. Commander (Tac): Tactical Team I, Cannon Scatter Volley I, Attack Pattern Omega I
