This ship is a perversion of all that is escort. The boff layout almost requires the use of an Aux2Batt build, which leads to the use of Fire at Will and Beams instead of Cannons. You move slower, have weaker heals, and maybe make up for that with greater DPS.

Some of my thoughts on this:

1. I made the mistake of putting on Aux to Dampers. This conflicts with the Aux to Batt.
2. I should probably use two Attack Pattern: Betas instead of Beta and Delta.
3. I am uncertain how useful the Tractor Beam Repulsors will be. Something else can take its place.
4. I didn't toss in the other two devices. Batteries are currently bugged and dropping off my tray each time I zone.

I made a few minor changes to the boff abilities:

1. I went with two attack pattern betas. This gives me a fairly constant resistance debuff on my targets without any major timing issues like I had with attack pattern delta.
2. I changed Emergency Power to Engines to Emergency Power to Weapons. This helps offset the massive power drain from using so many DBBs.
3. I replaced Aux to Dampers with Directed Energy Modulation. This causes my weapons to do more damage direct to the hull.

I am undecided if I should try using arrays instead of banks. The DBBs with the modifications mentioned above can turn Borg ships into Swiss cheese. I also got 1st in CEE, which I haven't done in quite some time using my usual cannon build. I guess I should parse some combat logs or something to see just how much this improves my dps.
